Services Provided
We develop unique, innovative systems and applications to support critical health-oriented IT missions involving disaster response planning, health exchange information, content syndication efforts, big data, and health informatics.

Major Project Success

  • Cloud Solutions: CTAC hosts 500+ servers in the AWS Cloud environment, having planned and implemented some of the earliest AWS Cloud migrations at HHS.
  • Web Hosting: We are responsible for hosting and management of several of the agency’s most public-facing sites like HHS.gov and its subsites and domains.
  • Information Sharing: Our software architects and engineers designed, developed, and currently maintain the Content Syndication application, which won the FedHealth IT award in 2015. The
    CTAC-supported Media Services / “syndication” effort was featured in the White House Digital Strategy in the “Decoupling Data and Presentation” callout.
  • For At-Risk Populations: CTAC designed and developed an application that utilizes APIs, AWS Cloud services, and predictive data for identifying at-risk populations dependent on electrically-powered health devices when they face periods of power outages during major storms and disasters. This allows disaster response task forces the ability to adequately prepare and potentially saves lives.
  • Audit Systems: We designed and developed one of the four major HHS enterprise audit systems.

Services Provided
CTAC has been supporting NHTSA with Cloud infrastructure and IT system modernization and transformation across some of its most critical IT projects.

Major Project Success

  • Developed a modern, public-facing Application Programming Interface (API) for the NHTSA recall tracking system.
    • Replaced the legacy system with a new system aggregating data from multiple sources to put ratings, recall, and manufacturer communication data for vehicles, car seats, tires, and other equipment into a single, searchable system.
    • Architected the new system ground-up for the Cloud, leveraging industry standard AWS services to reduce infrastructure costs, improve reliability, flexibility, performance, scalability, and security.
  • Redesigned and deployed a web application from legacy on-premises servers to the AWS Cloud. The application is used by police officers across the country during DUI enforcement traffic violations. The responsive application allows certified Drug Recognition Experts to collect information in real-time on any device during traffic stops involving impaired driving.
  • Leveraged auto-scaling, self-healing, and multi-AZ deployments.
  • Handle an average load of >350 thousand requests per day, with load spikes of >2 million requests per day.

CTAC has brought its innovation to GSA and is leading Digital Strategy efforts with the design, development, and deployment of GSA’s next-generation Content Management Platform (CMP).

Major Project Success

  • As a result of growth in citizen services, CTAC has shared and helped build the IC’s vision for a unified and automated content management platform that supports API-based content services and is flexible innovative, and cost effective.
  • Migrated over 50 public facing sites and web applications to the CTAC designed and built GSA Content Management Platform (CMP), which is being hosted in the AWS cloud environment. The migration of these 50 plus sites was completed in over a four month period, on schedule and on budget.
  • CTAC’s FedRAMP CMP solution consists of both an automated, cost-saving turnkey Platform-as-a-Service (PaaS) solution, and the implementation of customizations and migrations needed for the USA.gov and GSA.gov family of sites.
  • Application development and maintenance of over 10 web properties.
  • CTAC worked with GSA during the 2016 election cycle — the “Blue Site” or “Red Site” had to be live within two hours of the election results, and maintain a 100% uptime. CTAC delivered with GreatAgain.gov.

Consumer Product Safety Commission (CPSC)

Taking a critical legacy website to zero downtown, even when it spiked to being the most visited government site. More responsive, a enhanced end-user experience, increased uptime by 10 fold.

The CPSC seeks to promote the safety of consumer products by addressing “unreasonable risks” of injury (though coordinating recalls, evaluating products that are the subject of consumer complaints or industry reports, etc.); developing uniform safety standards (some mandatory, some through a voluntary standards process); and conducting research into product-related illness and injury.

CTAC is providing configuration and continuous monitoring to ensure CPSC systems are healthy, stable, and in a performance-tuned environment. We are providing an enhanced mobile and social strategy for delivering high-quality multilingual digital CPSC information and services–anywhere, anytime, on any device.

Major Project Success

  • Created a better end-user experience for the public. Highlights include the newly designed recall pages, improved public calendar functionality, and enhanced recall search.
  • Implemented a Drupal Web Content Management System (WCMS) that supports CPSC with robust services and tools such as recalls, news releases, calendars, publications, open data, mobile devices / responsive design, and
    cross browser accessibility for persons of all abilities and needs.
  • In collaboration with CPSC, we are executing a digital strategy to effectively reach audiences with a modern and impactful User Experience (UX) and Information Architecture (IA).
  • An active community of support and a rich plugin portal achieve increased return on investment for existing CPSC systems.

ORNL As a prime contractor, CTAC is providing advanced AWS solutions to support the Oak Ridge
National Lab to process complex scientific workloads.
NNSA – As a sub-contractor, CTAC supports TechSource on the TEPS BPA for a variety of IT needs including nuclear engineering, security management, environmental management and sustainability, nuclear nonproliferation, and WDACS support.
EM – CTAC has supported the Office of Environmental Management (EM) with its technical qualification and career development program as well as its human capital management and planning program. CTAC developed and conducted EM’s “START” training.
OECM – CTAC supported the Office of Engineering and Construction Management’s (OECM) Independent Project Review program by providing subject matter experts to review major system acquisition projects scope, cost and schedule requirements.
DNS – CTAC supported DNS with personnel security, information security, physical security and further supports DNS by developing a vulnerability assessment program.

Drupal support is needed to give assistance to the web presence of DOI, which is managed by its bureaus and offices, including the Office of the Secretary, which is responsible for the agency’s www.doi.gov website.
